I was out in California last week, and it's already in place on some of the Surfliners. The device is no bigger than the handheld scanner used at retail locations, and take a swipe of a credit/debit card. Station agents will likely be spending less time selling tickets, which may not be bad for passengers who need assistance with luggage or other needs to accomodate those with physical disablities.
