USDOT and FRA Redirect High Speed Rail Funds from Ohio and Wisconsin

Since the new Governors of Ohio and Florida have decided not to support the planned high speed rail projects in their states, the federal dollars directed to projects there have been redirected to other states.

    Should the re-directed funds from OHIO & WISCONSIN Governors(not Florida's governor, see error above) to FLORIDA, be used to fund the AMTRAK-FEC new route currently unfunded for the second time, to support the largest Florida population/route?
