    So if SFRTA wanted that amendment clarifying train-accident liability, what was being used previously with Tri-Rail?
    Or is this because for the downtown Tri-Rail Miami service we're dealing with privately owned railway?
    Has there ever been this same issue (public/private) elsewhere in the state?
