Reason Foundation made these same kind of incorrect assumptions while I was living in Los Angeles and touted that toll roads and ridesharing would be the answer. Organizing carpools and vanpools is no easy task, and generally speaking, the person who holds the keys will make the final decision. Every privatized toll road project has been a bust from the start, needless to say to the benefit of foreign investors ringing up our nation's debts. Reason Foundation's transportation policy boils down to nothing but a wealth dictatorship policy to benefit automobile ownership.
