    NONE of the monies being appropriated for safety improvements should be spent on sound barriers. There is no safety benefit in sound barriers. It's high time their property taxes be assessed to pay for them. There are also tax credits available for insulation improvements that can be used when filing taxes. NIMBYs like to sneak the sound barriers in on projects like this, which contribute to cost overruns.
