    Expanding the existing services is by far the best investment because throughout those parts of the world that have HSR, it has been shown many times that the success of those services depends on what connects with/to them. Also, it is better if, when HSR does come about, that it use the same stations as existing services, again, just look at Germany, Holland, and France or Japan.
