    The article does not respond very much to the needs of moving people around and only focuses on movement of freight. The biggest culprit of highway congestion is too many vehicles with less than two occupants in them, mainly automobiles, and TOO MUCH MONEY IS BEING SPENT ON NEW ROADS, holdng the rest f the transportation budget hostage.
